The City of Livermore agreed to pay $150,000 to a young man who was slammed into a light pole by Officer Michael Busevac in 2013. Witnesses testified that the large officer swung the young man like a rag doll, smashing his body into a metal pole. Witnesses disputed the officer’s claim that the victim posed any threat to anyone. Other defendant officers witnessed this brutality and failed to intervene as required by law. As part of the settlement, the Livermore Police Department agreed to retrain all of its officers concerning their duty to intervene to stop other officers from using excessive force, and to honestly report excessive force when they see it.
