The Chico Police Department agreed to pay $400,000 to a young man whose knee was dislocated by Chico officers after a college party. Officers falsely accused the young man – who was celebrating his 21st birthday – of being drunk, then tackled him without justification. The incident happened in front of several other officers who claimed not to see it. Eye-witnesses supported the young man’s account.
